Presidenta electa de México pide a EE. UU. y Canadá apoyar planes para atender ola migratoria

La futura presidenta de México, Claudia Sheinbaum, dice que en su mandato insistirá a EE. UU. y Canadá a formar un plan regional para atender la ola migratoria, y que las acciones deben basarse en la «cooperación para el desarrollo».

CIUDAD DE MÉXICO — La presidenta electa de México, Claudia Sheinbaum, afirmó el lunes que insistirá a Estados Unidos y Canadá para que participen en los planes de cooperación regional para atender la ola migratoria y se mostró a favor de que se abran canales legales para la migración.

Sheinbaum dijo en una conferencia de prensa que seguirá insistiendo para que los gobiernos de Estados Unidos y Canadá entiendan la importancia de la “cooperación para el desarrollo”.

“Hay que atender las causas de la migración y que haya recursos disponibles de Estados Unidos para la cooperación”, indicó la próxima presidenta sin ofrecer detalles.

Sheinbaum se mostró dispuesta a darle continuidad al “Diálogo de Alto Nivel” en materia de seguridad que impulsaron en 2021 el presidente mexicano, Andrés Manuel López Obrador, y su par estadounidense, Joe Biden, para atender los problemas de tráfico de drogas y migración.

En su intervención, la próxima presidenta mexicana también resaltó la importancia de que se “abran los canales legales para la migración”. López Obrador ha pedido reiteradamente a Washington que aumente el número de visas de trabajo para los migrantes.

Hace dos semanas, López Obrador instó a Estados Unidos a llegar a acuerdos para realizar deportaciones directas de migrantes a sus países de origen y evitar que tengan que pasar por México cuando son expulsados.

En ese sentido, el subsecretario de Seguridad Nacional estadounidense, Blas Nuñez-Neto, señaló que Washington estaba en discusiones constantes con gobiernos en todo el hemisferio este y oeste para llegar a acuerdos de repatriación y devolver a los migrantes de la manera más acelerada posible.

Las declaraciones del presidente mexicano y de Nuñez-Neto se dieron luego de que Biden anunciara unas normas para suspender el asilo cada vez que el número de arrestos por cruzar sin autorización legal alcance los 2.500 en un solo día. La suspensión permanecerá hasta que el número de arrestos caiga debajo de un promedio diario de 1.500 durante siete días.

Actualmente México acepta a los mexicanos que han sido deportados y hasta unos 30.000 cubanos, haitianos, nicaragüenses y venezolanos repatriados al mes, un compromiso que asumió en 2023 cuando el gobierno de Biden puso en vigor otra norma que también endurecía los requisitos para obtener asilo.

Desde finales del año pasado, las autoridades mexicanas han intensificado las detenciones de migrantes en el marco de un acuerdo al que llegaron Washington y México para hacer frente a la ola migratoria.

El Instituto Nacional de Migración dijo el domingo en un comunicado que entre enero y mayo ubicó a 1.393.683 personas extranjeras que viajaban en condición irregular por el territorio mexicano.

La mayor parte provenía de Venezuela (377.401), Guatemala (209.540), Honduras (144.499), Ecuador (136.699) y Haití (107.432), entre otros países.

Por otra parte, Sheinbaum volvió a hacer un llamado a los inversionistas a no preocuparse por la reforma al poder judicial que será discutida en septiembre por el nuevo Congreso, tras difundir los resultados de tres encuestas del partido gobernante Morena en los que la mayoría de consultados apoyaron la controversial iniciativa.

La reforma judicial, que presentó en febrero López Obrador y que prevé que los ministros de la Suprema Corte, magistrados y jueces se elijan por voto popular, ha desatado nerviosismo en los mercados financieros locales en las últimas dos semanas. Durante la sesión del lunes la moneda mexicana volvió a depreciarse y cerró en 18,54 pesos por dólar.

PHILADELPHIA.— Kyle Schwarber homered twice, Trea Turner had two hits in his return to the lineup and the Philadelphia Phillies defeated the San Diego Padres 9-2 on Monday night.

Alec Bohm added a three-run homer and two singles, and Rafael Marchán had four hits and an RBI for Philadelphia, which pounded out 18 hits — seven for extra bases. The NL East leaders were playing at home for the first time since June 5 after an eight-game, three-city, intercontinental road trip that included two games in London against the Mets.

“It felt like we were on the road for a month,” Schwarber said. “It’s nice to be able to get back home. It’s a good start to the homestand.”

Donovan Solano had an RBI double for the Padres, who have lost four straight overall and eight in a row on the road.

“No concern about this club at all,” manager Mike Shildt said. “This too shall pass.”

Turner missed 38 games with a strained left hamstring after getting injured scoring from second base on a passed ball May 3. The four-time All-Star looked comfortable in the field and running the bases.

“I feel really good,” he said before the game.

Schwarber always feels good in June. His two homers gave him 60 in 613 career at-bats during the month, and he ranks first in major league history with a homer every 10.27 at-bats in June.

“I wish I had an answer,” he said. “Baseball is such a crazy game.”

Schwarber’s 441-foot, two-run drive to center field in the third inning off Randy Vásquez (1-4) gave the Phillies a 2-0 lead. The slugger went deep again in the sixth off Adrian Morejon, a three-run shot that put Philadelphia ahead 8-1.

“He does not have to hit a homer in every game I manage,” Shildt said. “It’s just ‘Uncle.’”

That was plenty of cushion for Cristopher Sánchez (4-3), who allowed one earned run in seven innings. Sánchez struck out five, walked one and permitted six hits.

“I love pitching at home,” Sánchez said through an interpreter.

Bohm began play ranked second in the NL in RBIs and upped his total to 60 with a three-run drive just over the wall in left in the fifth.

Turner received a loud, 21-second standing ovation from the sellout crowd of 43,134 prior to his first at-bat. He popped out in the first and grounded out in the third before singles in the fifth and sixth. He also made several good defensive plays at shortstop.

In addition to getting Turner back, the Phillies were elated to return home after a grueling road trip in which they went 3-5 against the Mets in London and at Boston and Baltimore. They improved to 28-10 at Citizens Bank Park.

“We knew that London was going to be a little bit of a grind,” Turner said before the game. “We probably felt it a little bit the next two series, and we played two good teams. To get back home, reset and hopefully get on a good schedule again and play the way we played earlier in the year is going to be big.”

Bryce Harper, Nick Castellanos and Brandon Marsh also had two hits apiece for the Phillies. Castellanos hit a pair of doubles, and Harper and Marsh each had one.

Vásquez gave up six runs and 12 hits in 4 1/3 innings.

Autoridades federales urgen a Puerto Rico a acelerar la descentralización de la educación

El secretario del Departamento de Educación de Estados Unidos, Miguel Cardona, urgió el pasado lunes a la secretaria de Educación de Puerto Rico, Yanira Raíces, a continuar descentralizando la educación para mejorar las oportunidades de los estudiantes, en el marco de una visita a la isla caribeña.

«Le escribo para instar al Gobierno de Puerto Rico (GPR) a que continúe priorizando los esfuerzos que ha emprendido, con el apoyo de la comunidad, para mejorar las oportunidades educativas de sus estudiantes a través de la descentralización», expresó Cardona en una misiva dirigida a su homónima puertorriqueña.

El gobernador de Puerto Rico, Pedro Pierluisi, anunció en mayo de 2023 la descentralización del Departamento de Educación local, blanco de frecuentes críticas, con el fin de garantizar que las escuelas respondan directamente a las necesidades de los estudiantes con la Iniciativa para la Descentralización de la Educación y la Autonomía de las Regiones (IDEAR).

«En el momento de la firma de la Orden Ejecutiva, las partes interesadas de toda la isla y el gobierno de Puerto Rico reconocieron los retos a los que se enfrenta el sistema educativo centralizado de Puerto Rico para ofrecer una educación de alta calidad a sus estudiantes. Comparto esas preocupaciones», aseveró el titular de Educación.

«Espero conocer en las próximas semanas los avances que se harán para alcanzar los puntos de referencia clave para lograr la descentralización total del sistema con una primera Agencia de Educación Local (LEA, en inglés) provisional para el inicio del año escolar 2024-25», añadió Cardona.

Puerto Rico es el sexto distrito escolar más grande de EE. UU. y actualmente opera como un sistema de educación unitario, lo que ocurre en pocas jurisdicciones

El secretario explicó que el Departamento de Educación de los Estados Unidos continúa apoyando los esfuerzos del Departamento de Educación de Puerto Rico (DEPR) para descentralizar su sistema que «históricamente ha limitado» a las comunidades locales el acceso y la toma de decisiones sobre el mejor uso de los fondos para la educación.

En este sentido, Cardona resaltó varios puntos de referencia que deben recibir atención expedita, incluyendo los siguientes pasos importantes que el GPR indicó son parte de su plan.

En primer lugar, subrayó la necesidad de presentar a la Asamblea Legislativa de Puerto Rico el reglamento del DEPR requerido por la Ley 85 de Puerto Rico, para establecer formalmente y delegar poder a las Oficinas Regionales de Educación.

Asimismo, el titular de Educación reclamó seleccionar un superintendente regional, a través del recién establecido proceso de gobernanza, para dirigir la región designada finalmente como la primera LEA.

Del mismo modo, hizo hincapié en la contratación de personal clave tanto a nivel de la agencia de Educación Estatal (SEA, en inglés) como a nivel regional, incluido el desarrollo profesional necesario para LEA en recibir y gestionar adecuadamente los fondos educativos federales.

Cardona también resaltó la asignación de recursos adecuados para dotar de personal permanente a la oficina de IDEAR, garantizando la continuidad efectiva, la transparencia continua y la participación constante de la comunidad a lo largo de esta transformación.

Las críticas al Departamento de Educación local han sido habituales en los últimos años debido a la complicada burocracia interna, que ha fomentado denuncias de ineficiencia e incluso corrupción.

Bajo este nuevo modelo, Puerto Rico establecerá una estructura que separa las funciones de la SEA y de la LEA.

OEM Expands ReadyPhiladelphia Public Alert Program

ReadyPhiladelphia, the City’s free mass notification system, is now available to residents and businesses in 11 different languages, including American Sign Language (ASL). The program is managed by the Philadelphia Office of Emergency Management, who oversees the city’s crisis communications tools.

ReadyPhiladelphia delivers emergency and important information direct from official sources like the City of Philadelphia and National Weather Service to enrollees, including severe weather forecasts, storm developments, disaster recovery, shelter-in-place notifications, evacuation instructions, major travel disruptions, and more.

Philadelphia Office of Immigrant Affairs statistics sourced from the American Community Survey show 24% of Philadelphians speak a language other than English and over 11% have limited English ability, while nearly 13% are bilingual in English and any other language.  To ensure that critical messages reach diverse populations, people can now receive initial ReadyPhiladelphia emergency alerts in English, French, Spanish, Portuguese, Haitian Creole, Vietnamese, Swahili, Simplified Chinese, Arabic, Russian, and American Sign Language. 

These messages have been pre-translated to fit dozens of emergency situations that can and do occur in the City of Philadelphia and direct enrollees on where to find further information. 

“Philadelphia is a City of Neighborhoods and diversity throughout its streets shapes its vibrant character,” said Dominick Mireles, Director, Office of Emergency Management. “Together we are stronger. I’m proud to say that delivering emergency messaging and reaching more residents is another step towards serving the community as a whole and ensuring access for all to this critical city service,” Mireles added.

This innovative project to develop multilingual outreach was made possible by grant funding awarded to OEM through the Office of the Chief Administrative Officer’s Operations Transformation Fund and is part of a larger plan to expand public alert and warning capabilities.

OEM worked closely with the Office of Immigrant Affairs both to determine what languages should be prioritized, translation, and review of messages and the Mayor’s Office for People with Disabilities who gave insight and informed OEM staff about American Sign Language.

“I applaud the Office of Emergency Management’s vision and leadership in expanding language access for emergency messages. In an emergency, every minute counts, and having critical information in a language a resident is most comfortable with will save lives,” said Amy Eusebio, Executive Director of the Office of Immigrant Affairs. “Furthermore, this expansion of this critical program is another example of why Philadelphia is welcoming: We continuously create policies and programs that support and strengthen immigrant inclusion.”

All ASL-interpreted messages are communicated by a Certified Deaf Interpreter from the Deaf-Hearing Communication Centre. The community was consulted throughout the process, with a focus group hosted by Liberty Resources, Southeastern Pennsylvania’s local Center for Independent Living. All English pre-scripted alerts will feature linked videos in ASL to reach people who are d/Deaf or Hard-of-Hearing and live, work, or visit Philadelphia.

ReadyPhiladelphia, el sistema gratuito de notificación masiva de la Ciudad, ahora está disponible para residentes y empresas en 11 idiomas diferentes, incluido el lenguaje de señas americano (ASL). El programa está administrado por la Oficina de Manejo de Emergencias de Filadelfia, que supervisa las herramientas de comunicación de crisis de la Ciudad.

ReadyPhiladelphia brinda información importante y de emergencia directamente de fuentes oficiales como la ciudad de Filadelfia y el Servicio Meteorológico Nacional a los inscritos, incluidos pronósticos de clima severo, desarrollo de tormentas, recuperación de desastres, notificaciones de refugio en el lugar, instrucciones de evacuación, interrupciones importantes en los viajes y más.

OEM trabajó estrechamente con la Oficina de Asuntos de Inmigrantes para determinar qué idiomas se deben priorizar, traducción y revisión de mensajes y con la Oficina del alcalde para personas con discapacidades, quienes brindaron información e informaron al personal de OEM sobre el lenguaje de señas estadounidense.

“Aplaudo la visión y el liderazgo de la Oficina de Manejo de Emergencias al ampliar el acceso lingüístico a los mensajes de emergencia. En una emergencia, cada minuto cuenta, y tener información crítica en un idioma con el que el residente se sienta más cómodo salvará vidas”, dijo Amy Eusebio, directora ejecutiva de la Oficina de Asuntos de Inmigrantes. “Además, esta expansión de este programa crítico es otro ejemplo de por qué Filadelfia es acogedora: continuamente creamos políticas y programas que apoyan y fortalecen la inclusión de los inmigrantes”.

Todos los mensajes interpretados en ASL son comunicados por un intérprete sordo certificado del Centro de comunicación para personas sordas. Se consultó a la comunidad durante todo el proceso, con un grupo focal organizado por Liberty Resources, el Centro para la Vida Independiente local del sureste de Pensilvania. Todas las alertas escritas previamente en inglés incluirán videos vinculados en ASL para llegar a las personas sordas o con problemas de audición que viven, trabajan o visitan Filadelfia.

Un 43 % de los encuestados eligió a Vance como su favorito, con una gran ventaja sobre los también senadores Tim Scott (15,4 %), Marco Rubio (7,7 %) y el gobernador de Dakota del Norte, Doug Burgum, con un 7 %, según datos adelantados por el Daily Mail.

Trump anunciará en los próximos días o semanas cuál es su elegido para acompañarlo en la candidatura republicana a la Casa Blanca para las elecciones de noviembre.

PHILADELPHIA. — The SS United States, a historic ship that still holds the transatlantic speed record it set more than 70 years ago, must leave its berth on the Delaware River in Philadelphia by Sept. 12, a federal judge says.

The decision issued Friday by U.S. District Judge Anita Brody culminated a years-old rent dispute between the conservancy that oversees the 1,000-foot ocean liner and its landlord, Penn Warehousing. It stemmed from an August 2021 decision by Penn Warehousing to double the ship’s daily dockage to $1,700, an increase the conservancy refused to accept.

When the conservancy continued to pay its previous rate, set in 2011, Penn Warehousing terminated the lease in March 2022. After much legal wrangling, Brody held a bench trial in January but also encouraged the two sides to reach a settlement instead of leaving it up to her.

The judge ultimately ruled that the conservancy’s failure to pay the new rate did not amount to a contract breach or entitle Penn Warehousing to damages. But she also ruled that under Pennsylvania contract law, the berthing agreement is terminable at will with reasonable notice, which Penn Warehousing had issued in March 2022.

“The judge’s decision gives us a very limited window to find a new home for the SS United States and raise the resources necessary to move the ship and keep her safe,” Susan Gibbs, conservancy president and granddaughter of the ship’s designer, told The Philadelphia Inquirer.

Besides finding a new home, the conservancy also must obtain funds for insurance, tugs, surveys and dock preparations for a move.

“The best hope of everyone involved was that the conservancy could successfully repurpose the ship,” said Craig Mills, an attorney for Penn Warehousing. “But after decades of decay and delay, it is time to acknowledge the unavoidable and return Pier 82 to productive commercial service.”

Christened in 1952, the SS United States was once considered a beacon of American engineering, doubling as a military vessel that could carry thousands of troops. On its maiden voyage in 1952, it shattered the transatlantic speed record in both directions, when it reached an average speed of 36 knots, or just over 41 mph (66 kph), The Associated Press reported from aboard the ship.

On that voyage, the ship crossed the Atlantic in three days, 10 hours and 40 minutes, besting the RMS Queen Mary’s time by 10 hours. To this day, the SS United States holds the transatlantic speed record for an ocean liner.

It became a reserve ship in 1969 and later bounced to various private owners who hoped to redevelop it but eventually found their plans to be too expensive or poorly timed.

It has loomed for years on south Philadelphia’s Delaware waterfront.

PHILADELPHIA. – The City of Philadelphia today announced that an arbitration panel has issued a one-year extension of an Arbitration Award covering approximately 1,100 employees in the Philadelphia Department of Prisons and other public safety agencies represented by Local 159B of AFSCME, District Council 33.

At a City Hall news conference with the Prisons commissioner and the President of Local 159, Mayor Cherelle L. Parker announced the following elements of the arbitration award extension:

Wage Increase: The award extension included a 4.5 percent increase in pay for members of Local 159B. The pay increase is effective July 1, 2024.
Hiring Bonuses: Correctional Officer Trainees will receive a bonus of 20 percent of their base salary at the time of hiring. 10 percent will be paid when they graduate from the training academy. The other 10 percent will be paid after they’ve served one year as a Correctional Officer. 
Retention Bonuses: A $1,600 Retention Bonus will be paid to every covered member of the Local who was employed as of May 1, and who remains employed today.

The Award also included an update to the City’s existing residency requirement for employment. Until the Philadelphia Department of Prisons reaches 80 percent of the Correctional Officer staffing complement needed, the City’s existing residency requirement will be eliminated for all Correctional Staff employed by the Philadelphia Department of Prisons. 

“We are announcing a one-year extension of the current arbitration award benefitting the 1,100 men and women members of Local 159B of AFSCME,” Mayor Cherelle L. Parker said. “This is very welcome news not only for the membership of Local 159, but for our broader city. A well-run Department of Prisons, with fair compensation for employees who do a difficult job, will help make our city safer in the long run.”

“I want to thank the Mayor, the Office of Labor Relations, and the President and leaders of Local 159 for engaging in a productive process that delivered this award. It is very fair to our current employees, and will help attract new employees,” said Michael R. Resnick, Commissioner of the Department of Prisons. “Additionally, the award fairly compensates our current staff, and will help retain these hard-working dedicated employees.”

Mayor Parker and Commissioner Resnick were joined at today’s news conference by Eric Desiderio, President of Local 159 of AFSCME, District Council 33, the correctional officers union. President Desiderio iterated the terms of the arbitration award extension, and said he was grateful to the mayor and her administration for its productive role in the arbitration process.

The costs of the arbitration award one-year extension, approximately $30.6 million over five years, will be included in the FY25-FY29 Five Year Plan that will be submitted to PICA next week.

El conferencista, escritor y asesor educativo Luis Moros compartirá su experiencia y conocimientos sobre cómo obtener becas universitarias sin importar el estatus migratorio.

Luis Moros, es un joven prodigio venezolano, un inspirador analista político, escritor, columnista y

conferencista de tan solo 22 años. Su enfoque se centra en guiar a estudiantes migrantes sobre

cómo ganar becas y aplicar a universidades en Estados Unidos.

Cuando Luis Moros llegó a Estados Unidos a los 13 años junto a su madre, escapaban de la crisis política, económica y social que afectaba a su país natal. Sin recursos y desconociendo el idioma, se vieron obligados a vivir en refugios, dependiendo únicamente de ellos mismos para sobrevivir. Su madre le brindó la mayor oportunidad; la libertad y la posibilidad de recibir educación y alcanzar el éxito.

En la conferencia se compartían claves para redactar ensayos universitarios con impacto, estrategias para comunicar logros, metas y pasiones de manera convincente a las solicitudes de becas, así como recursos específicos.

Muchas personas necesitan hoy día acudir a tratamientos estéticos. La gran aceptación ha permitido el desarrollo del sector, pero también la proliferación de estafadores. Estos casos de intrusismo profesional ponen en riesgo la salud y producen escándalos que a veces aparecen en la prensa. ¿Qué debe tenerse en cuenta para elegir a un médico estético?

En primer lugar, asegurarse de que cuenta con credenciales, licencia y entrenamiento. Hay muchas personas que ponen Botox o hacen “filler”, pero realmente no tienen un entrenamiento médico. Por lo tanto, no son doctores. Hay que buscar un médico de verdad, con una licencia médica aprobada. Luego está la experiencia en el procedimiento que la persona se va a realizar.

También hay que intentar tratarse con un médico que conciba el trabajo como “natural” y no deforme a las personas con exceso de “filler” o cualquier otro producto. Al paciente debe aplicársele lo que realmente necesita, sin otras consideraciones económicas.

Lo siguiente es que un médico acreditado y con experiencia está preparado para cualquier complicación. Cualquier producto puede causar una reacción alérgica o incluso un choque anafiláctico. Una persona sin el entrenamiento requerido, obviamente no sabrá actuar correctamente ante posibles problemas.

Es muy importante no dejarse llevar por las redes sociales. Un profesional con millones de seguidores no necesariamente es mejor que otro con menos. Muchos piensan que lo que se dice en Instagram es ley. A veces, leemos recomendaciones de profesionales capacitados, pero hay personas que se atreven a pontificar sobre el tema sin ser doctores.

Para cualquier tratamiento estético, el médico debe evaluar al paciente sobre la base de su historial médico, revisar las medicinas que toma, si usa alguna crema, recomendar cuáles utilizar antes, durante y después del tratamiento.

Por último, ahora que nos enfrentamos a un verano extremadamente cálido, algunas sugerencias para quienes acuden a tratamientos estéticos:

-Dejar cualquier otro tipo de embellecimiento en casa, incluso con retinol.

-Evitar tomar sol antes del procedimiento, ya que la piel estará lastimada.

-Ser honesto en el historial médico, para evitar interacciones o contraindicaciones.

-Preguntar al médico si está afiliado a un hospital y cómo sería el procedimiento en caso de emergencia.
