Reparadas varias bibliotecas comunitarias con 652.000 dólares de fondos de FEMA

San Juan.– La Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés) anunció este miércoles que recientemente se completaron las reparaciones de varias bibliotecas en los municipios de Barceloneta, San Lorenzo y San Juan.

Estos proyectos contaron con una asignación de sobre 652.000 dólares de FEMA y están dirigidos a apoyar el quehacer educativo de estas instalaciones que atienden a cientos de visitantes cada mes.

«Las bibliotecas son herramientas fundamentales para estudiantes, docentes y la ciudadanía en general. Para FEMA estas son características importantes que aportan a la recuperación integral de Puerto Rico, no solo hoy, sino que su impacto alcanzará a las próximas generaciones», expresó el coordinador federal de Recuperación por Desastre, José G. Baquero.

Una de las entidades que recibió una asignación federal para reparar sus instalaciones fue la Biblioteca Sixto Escobar de Barceloneta, inaugurada en 1994 y organizada por un comité de voluntarios.

Con la obligación de sobre 532.000 dólares se reemplazaron ventanas de cristal y aluminio, luminarias, puertas, techos acústicos, acondicionadores de aire y varios monitores, entre otras cosas.

Este proyecto incluyó asimismo una partida de cerca de 102.000 dólares para medidas de mitigación de riesgos, tales como sistemas de anclaje para los acondicionadores de aire y agregar una membrana asfáltica impermeable al techo.

«En la biblioteca se ofrecen servicios a aproximadamente entre 600 a 1.800 participantes cada mes. Además, estas reparaciones permiten la garantía de las colecciones y el equipo», manifestó la supervisora de Programas Federales del Municipio de Barceloneta, Berenice Reyes Machado.

Mientras, en el barrio Cerro Gordo de San Lorenzo, dos instalaciones de servicios educativos y comunitarios recibieron fondos de FEMA: la Biblioteca Virtual Josefa Domingo (61.000 dólares) y el Centro de Enseñanza y Recreación Comunitaria Josefa Domingo (40.000 dólares).

Ambos espacios están ubicados en una escuela en desuso que rehabilitaron para este nuevo fin y que lleva el nombre de la fenecida educadora Josefa Domingo Cordon, oriunda de Andalucía, España, y quien trabajó por muchos años en este plantel construido en 1950.

Por otra parte, una asignación de sobre 19.400 dólares se otorgó a la Biblioteca Francisco Oller de la Escuela de Artes Plásticas y Diseño de Puerto Rico (EAPD) para atender una limpieza especializada.

Se restauraron ocho cajas de libros con hongo y daños causados por el agua; y se reemplazaron un total de 69 libros dañados. También se realizó una reparación especializada de 21 piezas enmarcadas y una pieza de 12 marcos.

«Tanto las reparaciones como el servicio de limpieza, desinfección y control de hongos permitieron que nuestro personal regresara a laborar dentro de las instalaciones y atender la proliferación de hongos que afectó a nuestras colecciones», explicó la directora de la Biblioteca de la EAPD, Estrella del R. Vázquez Domínguez.

Por su parte, el director ejecutivo de la Oficina Central de Recuperación, Reconstrucción y Resiliencia (COR3, por sus siglas en inglés), Manuel A. Laboy Rivera, destacó que «los trabajos realizados en estas bibliotecas además de dar resiliencia estructural, preservan el material y las herramientas que los estudiantes necesitan para su desempeño académico».

Department of Human Services announces second year of Keystone STARS continuous quality improvement awards for childcare providers across the Commonwealth

Harrisburg, PA – Today, the Department of Human Services (DHS) announced the second round of the Keystone STARS Continuous Quality Improvement (CQI) Awards for childcare programs, providing critical dollars with new flexibilities to help childcare providers use their funds for even more programs and activities. The funding opportunity is now open for all eligible certified childcare providers in Pennsylvania to apply.

“Childcare providers and early childhood education professionals help nurture and educate our youngest Pennsylvanians and this award will help in their efforts to continue to provide that quality care and education,” said Human Services Secretary Dr. Val Arkoosh. “DHS first offered the Keystone STARS CQI Awards last year, and we are so proud to be able to do this again. Eligible programs will have funds available to them and childcare providers will have flexibility to use this award in the way that is most impactful for their program.”

Governor Josh Shapiro knows parents and families in our workforce can’t succeed without access to affordable childcare – that’s why the bipartisan 2024-25 budget makes a critically needed $17.7 million increase for early childhood education, including:

$15 million for the Pre-K Counts program; and
$2.7 million for the Head Start Supplement Assistance program to support our early learners and stabilize our workforce.

The Keystone STARS CQI Award is issued to eligible childcare providers designated with a Keystone STARS 2, 3, and 4 rating through the regional Early Learning Resource Centers. The award is provided with federal Child Care and Development Fund (CCDF) funds for childcare programs to maintain and invest in quality activities and expenditures that will positively impact children in care.

Programs can use the Keystone STARS CQI Award funds for eligible expenses in the following categories:

Staff qualifications and professional development;
Early childhood education program;
Partnerships with families and communities.
Leadership and management; and,
Accreditation costs.

Providers should refer to the Keystone CQI Award FAQ for Providers for additional information on allowable expenses, exceptions for STAR 1 providers and other considerations.

Eligible providers should expect a Keystone STARS CQI Award Eligibility and Acceptance Letter in early September 2024 that includes the total award amount they are eligible for. To receive the funds, eligible providers must respond to the letter on or before December 13, 2024.

The Office of Child Development and Early Learning (OCDEL) is jointly overseen by the Department of Human Services and the Department of Education. Keystone STARS is OCDEL’s quality measurement for certified childcare providers that measures and recognizes work of Pennsylvania early learning and school-age programs. OCDEL provides awards and financial supports, such as tiered reimbursement, to Keystone STARS 2, 3, and 4 providers as part of their comprehensive support programs for childcare providers in the Commonwealth.

Sindicalistas de la UPR de Humacao protestan ante incumplido de promesa salarial

San Juan.- Unos 50 empleados del Sindicato de Trabajadores de la Universidad de Puerto Rico (UPR), recinto de Humacao, lleva a cabo este miércoles una manifestación en la que reclaman que la administración de la institución ha incumplido con su promesa salarial, entre otros argumentos.

La manifestación arrancó a tempranas horas de la mañana de hoy frente a los portones de acceso al campus, indicó la Policía en un informe.

Al momento, no se han reportado incidentes.

Por su parte, la Asociación Puertorriqueña Profesores Universitarios (APPU) informó que ha activado su voto de huelga hoy, «porque una vez más la administración de la UPR ha fallado en cumplir con los acuerdos».

«Como siempre, la APPU se solidariza con todo gremio de la UPR que reclame sus derechos a unas condiciones más dignas. Respetamos la estrategia de lucha de los compañeros y compañeras del sindicato», aseguró.

«En los recintos donde haya manifestación del sindicato y por razones de salud y seguridad, no cruzaremos línea de piquete», alertó.

New Jersey floats $400 million in tax breaks to lure Philadelphia 76ers

Seeking to lure the Philadelphia 76ers across the river, New Jersey is offering up to $400 million in tax credits and outlining plans for a sprawling mixed-use waterfront development.

In a letter dated Monday, Democratic Gov. Phil Murphy’s administration said it envisioned a multibillion- dollar plan in the city of Camden featuring residential, commercial and retail properties, with the Sixers as an anchor.

The pitch from Economic Development Authority CEO Tim Sullivan comes as the team and Philadelphia negotiate over a future $1.3 billion arena the team had announced near the city’s Chinatown neighborhood. The team has said it doesn’t plan to stay at the Wells Fargo Arena in the city’s stadium district past 2031 when its lease is up.

The Sixers, which already have a training complex and headquarters facility in Camden, called New Jersey’s offer “thoughtful and compelling,» though the team is still talking to Philadelphia leaders about a new arena in the city.

“The reality is we are running out of time to reach an agreement that will allow the 76ers to open our new home in time for the 2031-32 NBA season,» team spokesperson Molly Mita McEndy wrote in an email. “As a result, we must take all potential options seriously, including this one.”

A spokesperson for the Philadelphia mayor’s office declined to comment on New Jersey’s offer or the status of its own negotiations.

At an unrelated event in suburban Philadelphia on Tuesday, Democratic Gov. Josh Shapiro said the team wants to remain in Philadelphia and that he hasn’t been asked for tax incentives or offered any.

“I love the Sixers,” he said. “They belong in Philadelphia.”

The team’s move to a part of the city a block from Chinatown comes as some in the community worry that street parking could disappear, traffic could rise and it could be harder to hold festivals.

New Jersey’s offer comes just months after the state’s attorney general filed criminal racketeering charges against a Camden Democratic power broker as well as a former mayor of the city and others over what he said was their role in orchestrating tax incentive legislation and benefiting from it. He and the others have denied the charges and are fighting them in court.

Pennsylvania state police report 580 Crashes, 514 DUI arrests during Labor Day weekend enforcement

Harrisburg, PA – The Pennsylvania State Police (PSP) today released the results of its annual Labor Day Weekend enforcement initiative.

During the four-day period from August 30 to September 2, the PSP investigated 580 crashes that resulted in 170 injuries and six deaths. Impaired driving was a factor in 65 of those crashes, three of which were fatal.

Troopers arrested 514 motorists for driving under the influence of alcohol or drugs and issued 24,865 citations, including:

7,069 for speeding
889 for failing to wear a seatbelt
121 for not securing children in safety seats

Man arrested at Trump rally in Pennsylvania wanted to hang a protest banner, police say

HARRISBURG, Pa. — A man arrested last week at a Pennsylvania rally for Republican presidential candidate Donald Trump had hoped to hang a banner to protest Trump’s policies, Johnstown’s police chief said Tuesday.

Authorities announced that misdemeanor charges of disorderly conduct and resisting arrest were filed against Stephen A. Weiss, 36, of Pittsburgh, who was taken into custody at Friday’s Trump rally.

Johnstown Police Chief Richard Pritchard said investigators do not know what the banner said because arena staff apparently discarded it. He said it was made from a bed sheet and that Weiss told a detective that he does not believe in Trump’s policies.

Pritchard said Weiss faked a foot injury and concealed a tube of glue in a metal crutch.

Weiss declined comment when reached by phone Tuesday, saying he was seeking legal advice.

The arrest affidavit by a Johnstown police detective said Weiss “ran onto the arena floor, jumped onto the media stage (and) began to yell towards the main stage where President Trump was speaking.” Weiss allegedly would not release himself from steel barricade fencing “and force had to be used,” police said in the charging document.

A man who accompanied Weiss to the rally told police he was unaware of Weiss’ plan, Pritchard said. The second man was not charged, the chief said.

Weiss also was charged with disrupting a public meeting, a misdemeanor. The Secret Service questioned Weiss on Friday and he was released later that night. He has a court hearing scheduled for Oct. 9.

A Trump campaign spokesman offered no immediate comment Tuesday.

The disruption occurred shortly after Trump criticized major media outlets for what he said was unfavorable coverage.

As Weiss was led away, the former president told the crowd: “Is there anywhere that’s more fun to be than a Trump rally?”

There has been heightened scrutiny of security at Trump rallies since a gunman fired at him, grazing his ear, during an outdoor rally in July in Butler, Pennsylvania. Security at political events has been noticeably tighter since then.

Harris elevará a 50.000 dólares las exenciones fiscales a los nuevos pequeños negocios

La vicepresidenta estadounidense y candidata demócrata a la Casa Blanca, Kamala Harris, propondrá multiplicar por diez, hasta los 50.000 dólares, las exenciones fiscales para los nuevos pequeños negocios, avanzó este martes un integrante de su campaña.

Está previsto que la aspirante desvele su plan de ayudas para dichos negocios este miércoles durante un acto en Nuevo Hampshire.

Según las cifras adelantadas, Harris plantea ampliar de los 5.000 dólares actuales hasta los 50.000 las desgravaciones que se pueden aplicar para ayudar a esas pequeñas compañías a cubrir la media de 40.000 dólares que suele costar empezar un negocio.

Harris quiere que haya 25 millones de nuevos negocios beneficiados en los cuatro años de un primer mandato, que comenzaría en enero en caso de vencer al exmandatario y aspirante republicano, Donald Trump (2017-2021) en las elecciones del 5 de noviembre.

En su intención de facilitar la creación de pequeñas empresas, según la misma fuente, pretende incentivar a los gobiernos estatales y locales a reducir la burocracia en sus regulaciones y rebajar las barreras para obtener licencias ocupacionales que dificultan que los trabajadores trabajen en otros estados y que las empresas se expandan a otros estados.

Inmigrantes no están quitándo trabajos

Un estudio reveló que la comunidad negra nacida en Estados Unidos no está siendo desplazada de sus trabajos por inmigrantes recién llegados, y que por el contrario, ambos continúan aumentando su presencia en el entorno laboral.

La inmigración ha estado en el centro del debate político y social en Estados Unidos durante las últimas semanas. Algunos, acusan a los recién llegados al país de “quitarle” los trabajos a estadounidenses nacidos en el país, especialmente a las personas negras, mientras otros ven un impacto positivo a la economía con su presencia. Un nuevo estudio busca contrastar ambas premisas.

En su informe publicado por el Instituto de Políticas Migratorias, un centro de estudio con sede en Washington, revela que los afroestadounidenses negros están ante uno de los mejores mercados laborales de los últimos tiempos a pesar de la “discriminación persistente y los problemas sistémicos”.

Mientras tanto, los trabajadores nacidos en el extranjero también han comenzado a acaparar una porción “cada vez mayor del mercado laboral estadounidense y han ampliado su presencia en otros sectores”, sin embargo, “no parece que esto haya ocurrido a expensas de los trabajadores negros nacidos en Estados Unidos”.

La Oficina de Estadísticas Laborales estima que el número de trabajadores nacidos en el extranjero ha aumentado en un 20 % en los últimos tres años, un ritmo mucho más rápido de los nacidos en EE. UU.

“El movimiento de inmigrantes entre sectores y regiones geográficas puede explicar por qué la fuerza laboral nacida en el extranjero se ha vuelto más visible, creando percepciones de un efecto de desplazamiento en la comunidad negra nacida en Estados Unidos que en realidad no existe”, lee el estudio.

El expresidente y actual candidato republicano Donald Trump aseguró durante el debate en junio contra el actual mandatario Joe Biden, que los inmigrantes estaban quitándoles los “empleos negros” a los estadounidenses.

Trump sugirió sin pruebas que los demócratas quieren que los inmigrantes desplacen a los estadounidenses como votantes. La frase “empleos negros” fue ampliamente condenada por demócratas y líderes negros como vaga e insultante.

Algunos adultos negros creen que existe la posibilidad de que la inmigración afecte las oportunidades de empleo de los trabajadores que ya están aquí. Alrededor de 4 de cada 10 adultos negros dicen que es un «riesgo importante» que la cantidad de empleos disponibles para los trabajadores estadounidenses se reduzca cuando los inmigrantes lleguen a Estados Unidos, ya sea que lleguen legal o ilegalmente, según una encuesta AP-NORC de marzo.

Uno de los sectores en los que el cambio ha sido significativo es la construcción. Según el estudio, en 1990 este era el principal sector de empleo para los hombres negros nacidos en Estados Unidos, y representaban el 8 % de los trabajadores masculinos del sector, mientras que los hombres inmigrantes eran el 10 %. Para 2022, la brecha se profundizó y la proporción de hombres negros disminuyó al 5 %, mientras los inmigrantes representaban el 28 %.

“A medida que los trabajadores nacidos en Estados Unidos y los inmigrantes trabajan cada vez más codo a codo, y las fuerzas globales y los cambios tecnológicos en curso están reconfigurando la combinación de ocupaciones de la economía, es de esperar que los empleos y la composición de la fuerza laboral cambien”, concluye el estudio.

Por otro lado, el Centro de Estudios Migratorios, argumenta que estos cambios en la fuerza laboral se deben a asuntos como el crimen, dependencia del servicio público y aislamiento social. “Los congresistas deberían considerar la posibilidad de fomentar el trabajo entre los millones de estadounidenses en edad laboral que se encuentran al margen de la economía en lugar de ignorar el problema y seguir permitiendo la entrada de grandes cantidades de inmigrantes legales e ilegales”, aseguraron en un análisis publicado en junio.

El Centro de Investigación Pew estima que desde 1965, alrededor de la mitad de inmigrantes que llegaron a EE. UU. lo hicieron desde América Latina. En 2022, unos 30 millones de inmigrantes eran parte de la fuerza laboral estadounidense.

Philadelphia woman who was driving a partially automated Mustang Mach-E charged with DUI homicide

PHILADELPHIA.— A woman was intoxicated and using a partially automated driving system when she caused a March highway crash in Philadelphia that killed two people, authorities said as they announced homicide charges against the driver.

State and federal investigators say the woman’s Ford Mustang Mach-E SUV struck the stationary vehicle of a man who had stopped on the left shoulder of I-95 to assist a driver whose car had broken down ahead of him. The March collision, which occurred around 3 a.m., killed both men.

The crash was at least the second this year involving a Mach-E striking a stationary vehicle after dark that the National Transportation Safety Board has investigated. In a February crash along Interstate 10 in San Antonio, Texas, investigators believe a Mach-E struck a Honda CR-V that was stopped in the middle lane with no lights on. The driver of the CR-V was killed.

In a statement Tuesday, Pennsylvania State Police said that drivers using advanced technologies should be prepared to resume control at all times.

“No partially automated vehicle technology should ever be left alone to perform the driving tasks that are required to safely navigate the roads of the commonwealth,” the agency said.

Ford’s Blue Cruise system allows drivers to take their hands off the steering wheel while it handles steering, braking and acceleration on highways. The company says the system isn’t fully autonomous and it monitors drivers to make sure they pay attention to the road.

Investigators in Philadelphia believe that Mustang driver Dimple Patel was driving about 71 mph (114 kph), using both Blue Cruise and Adaptive Cruise Control, when the crash occurred. A fourth vehicle was also struck.

The 23-year-old Patel, a pre-med student from Philadelphia, faces multiple charges, including homicide by vehicle while driving under the influence and involuntary manslaughter. She turned herself in to police Tuesday on the charges filed last week, state police said.

Defense lawyer Zak Goldstein said he had not yet seen the criminal complaint or any reports on the crash, and called the deaths a tragedy. However, he noted that, broadly speaking, Pennsylvania law on DUI-related homicides requires “that the DUI caused the homicide.»

“If in fact it’s a failure in a self-driving or a driving system, that may not be a homicide by DUI even if the driver is intoxicated,” he said, adding that he has not seen any case law on the issue in Pennsylvania.

Ford has said it was collaborating with the state police, the NTSB and the National Highway Traffic Safety Administration in reviewing the crash, which killed Aktilek Baktybekov, who had broken down, and Tolobek Esenbekov, who had presumably stopped in the shoulder to assist him.

When it opened a probe of the Philadelphia and San Antonio crashes involving Blue Cruise, NHTSA said both occurred on freeways in nighttime lighting conditions, and that Blue Cruise was in use just before the collisions.

The agency said it is looking into how Blue Cruise performs driving tasks as well as its camera-based driver monitoring system.

Both NHTSA and the NTSB have investigated multiple previous crashes involving partially automated driving systems.

In April, NHTSA began investigating whether Tesla’s fix for a December recall involving more than 2 million vehicles equipped with the company’s Autopilot partially automated system took care of the problem. The recall was done because the driver monitoring system was inadequate and posed a safety risk.

NHTSA said that from January 2018 to August 2023, it found 956 crashes involving Autopilot and Tesla’s “Full Self Driving” systems resulting in 29 deaths.

La suspensión del Parole in Place: Un golpe a la esperanza de legalidad en EE. UU.

La reciente suspensión del programa Parole in Place (PIP) ha generado una ola de incertidumbre entre los inmigrantes que veían en esta opción una esperanza para regularizar su situación en Estados Unidos. Este programa, que permitía a ciertos cónyuges e hijastros de ciudadanos estadounidenses obtener una permanencia temporal, fue un alivio para muchas familias que enfrentan la amenaza de la deportación. Sin embargo, con la suspensión surge una gran preocupación sobre las implicaciones legales y personales para aquellos que ya estaban en proceso o consideraban esta vía como su mejor opción.

Impacto directo en las familias

El Parole in Place no solo ofrecía una solución temporal, sino que también abría la puerta a otros beneficios migratorios, como la posibilidad de solicitar un ajuste de estatus. Con la suspensión de las aprobaciones, muchas familias se encuentran nuevamente en un estado de vulnerabilidad, enfrentando la posibilidad de la separación y la incertidumbre sobre su futuro en Estados Unidos.

Consecuencias legales y migratorias

Para aquellos que ya habían iniciado el proceso bajo PIP, la suspensión representa un obstáculo significativo. Sin la posibilidad de obtener el Parole, estos individuos podrían enfrentar órdenes de expulsión o mayores dificultades para regularizar su estatus migratorio. Además, aquellos que ya se encontraban en procesos de deportación y veían en PIP una oportunidad de resolver su situación, ahora se ven en una posición aún más precaria.

Aprovecha el tiempo: solicita ahora

Es importante aclarar que, aunque las aprobaciones del Parole in Place están suspendidas, la aplicación sigue abierta. Esto significa que los inmigrantes aún pueden presentar sus solicitudes para estar preparados cuando se reanuden las aprobaciones. Aprovechar este tiempo para completar y enviar la solicitud podría ser clave para estar un paso adelante en el proceso.

La suspensión del Parole in Place subraya la volatilidad del sistema migratorio en Estados Unidos y la importancia de contar con opciones legales y claras para aquellos que buscan regularizar su estatus. Es crucial que los inmigrantes afectados busquen asesoría legal para explorar alternativas disponibles y proteger sus derechos en un entorno cada vez más restrictivo.
