Harris selects Minnesota Gov. Tim Walz as running mate, aiming to add Midwest muscle to ticket

Vice President Kamala Harris picked Minnesota Gov. Tim Walz to be her running mate on Tuesday, according to three people familiar with the decision.

In choosing Walz, she is turning to a Midwestern governor, military veteran and union supporter who helped enact an ambitious Democratic agenda for his state, including sweeping protections for abortion rights and generous aid to families.

Harris hopes to shore up her campaign’s standing across the upper Midwest, a critical region in presidential politics that often serves as a buffer for Democrats seeking the White House. The party remains haunted by Republican Donald Trump’s wins in Michigan and Wisconsin in 2016. Trump lost those states in 2020 but has zeroed in on them as he aims to return to the presidency this year and is expanding his focus to Minnesota.

Walz, 60, is joining Harris during one of the most turbulent periods in modern American politics, promising an unpredictable campaign ahead. Republicans have rallied around Trump after his attempted assassination in July. Just weeks later, President Joe Biden ended his reelection campaign, forcing Harris to unify Democrats and consider potential running mates during an exceedingly compressed time frame.

The three people familiar with the decision spoke to The Associated Press on condition of anonymity because it had not been made public.

Harris, the first Black woman and person of South Asian descent to lead a major party ticket, initially considered nearly a dozen candidates before zeroing in on a handful of serious contenders, all of whom were white men. In landing on Walz, she sided with a low-key partner who has proven himself as a champion for Democratic causes.

Walz has been a strong public advocate for Harris in her campaign against Trump and Vance, labeling the Republicans “just weird” in an interview last month. Democrats have seized on the message and amplified it since then.

During a fundraiser for Harris on Monday in Minneapolis, Walz said: “It wasn’t a slur to call these guys weird. It was an observation.”

Walz, who grew up in the small town of West Point, Nebraska, was a social studies teacher, football coach and union member at Mankato West High School in Minnesota before he got into politics.

He won the first of six terms in Congress in 2006 from a mostly rural southern Minnesota district, and used the office to champion veterans issues. Walz served 24 years in the Army National Guard, rising to command sergeant major, one of the highest enlisted ranks in the military.

He ran for governor in 2018 on the theme of “One Minnesota” and won by more than 11 points.

As governor, Walz had to find ways to work in his first term with a legislature that was split between a Democratic-controlled House and a Republican-led Senate. Minnesota has a history of divided government, though, and the arrangement was surprisingly productive in his first year. But the COVID-19 pandemic hit Minnesota early in his second year, and bipartisan cooperation soon frayed.

Walz relied on emergency powers to lead the state’s response. Republicans chafed under restrictions that included lockdowns, closing schools and shuttering businesses. They retaliated by firing or forcing out some of his agency heads. But Minnesotans who were stuck at home also got to know Walz better through his frequent afternoon briefings in the early days of the crisis, which were broadcast and streamed statewide.

Walz won reelection in 2022 by nearly 8 points over his GOP challenger, Dr. Scott Jensen, a physician and vaccine skeptic. Not only did Walz win, Democrats kept control of the House and flipped the Senate to win the “trifecta” of full control of both chambers and the governor’s office for the first time in eight years. A big reason was the Supreme Court’s Dobbs decision, which held that the Constitution doesn’t include a right to abortion. That hurt Minnesota Republicans, especially among suburban women.

“Tim has been in the news because the country and the world is seeing the guy we love so much,” U.S. Sen. Amy Klobuchar Klobuchar said Monday.

Ken Martin, Chairman of the Minnesota-Democratic-Farmer-Labor Party said young people he spoke to on the campaign trail were “Walz pilled.”

Walz and other Democrats went into the 2023 legislative session with an ambitious agenda — and a whopping $17.6 billion budget surplus to help fund it. Their proudest accomplishments included sweeping protections for abortion rights that included the elimination of nearly all restrictions Republicans had enacted in prior years, including a 24-hour waiting period and parental consent requirements. They also enacted new protections for trans rights, making the state a refuge for families coming from out of state for treatment for trans children.

Their other major accomplishments included tax credits for families with children that were aimed at slashing childhood poverty, as well as universal free school breakfasts and lunches for all students, regardless of family income. They also enacted a paid family and medical leave program, legalized recreational marijuana for adults and made it easier to vote.

Republicans complained that Walz and his fellow Democrats squandered a surplus that would have been better spent on permanent tax relief for everyone. And they’ve faulted the governor and his administration for lax oversight of pandemic programs that cost taxpayers hundreds of millions of dollars.

Federal prosecutors charged 70 people with defrauding federal food programs that funded meals for kids during the pandemic out of $250 million on Walz’s watch. Known as the Feeding Our Future scandal, it’s one of the country’s largest pandemic aid fraud cases. The Office of the Legislative Auditor, a nonpartisan watchdog, delivered a scathing report in June that said Walz’s Department of Education “failed to act on warning signs,” did not effectively exercise its authority and was ill-prepared to respond.

Republicans still criticize Walz for his response to the sometimes violent unrest that followed the murder of George Floyd by a Minneapolis police officer in 2020, which included the torching of a police station.

During a May fundraiser in St. Paul, Trump repeated his false claim that he was responsible for deploying the National Guard to quell the violence. “The entire city was burning down. … If you didn’t have me as president, you wouldn’t have Minneapolis today,” Trump said.

It was actually Walz who gave the order, which he issued in response to requests from the mayors of Minneapolis and St. Paul. But within Minnesota, GOP legislators said both Walz and Minneapolis Mayor Jacob Frey were too slow to act. And there was finger-pointing between Frey and Walz on who was responsible for not activating the Guard faster.

Walz has served often as a Biden-Harris surrogate, and has made increasingly frequent appearances on national television. They’ve included an interview on Fox News that irritated Trump so much that he posted on Truth Social, “They make me fight battles I shouldn’t have to fight.” Walz is also co-chair of the rules committee for the Democratic National Convention. And he led a White House meeting of Democratic governors with Biden following the president’s disastrous performance in his debate with Trump.

Putting Walz on the ticket could help Democrats hold the state’s 10 electoral votes and bolster the party more broadly in the Midwest. No Republican has won a statewide race in Minnesota since Tim Pawlenty was re-elected governor in 2006, but GOP candidates for attorney general and state auditor came close in 2022.

Trump finished just 1.5 percentage points behind Democrat Hillary Clinton in the state in 2016. While Biden carried Minnesota by more than 7 points in 2020, Trump has taken to falsely claiming that he won the state last time and can do it again.

Minnesota has produced two vice presidents, Hubert Humphrey and Walter Mondale.

Harris readies a Philadelphia rally to introduce her running mate. But her pick is still unknown

By WILL WEISSERT

WASHINGTON (AP) — Vice President Kamala Harris will introduce her new running mate at a rally Tuesday evening in Philadelphia — but with the event mere hours away, her choice remains a mystery.

In recent days, she has zeroed in on a trio of potential finalists: Pennsylvania Gov. Josh Shapiro, Arizona Sen. Mark Kelly and Minnesota Gov. Tim Walz, but decisions beyond that aren’t yet publicly known.

Harris’ campaign planned to make the announcement via video message before the rally, though the exact timing remained unclear, according to a person involved in the planning who spoke on the condition of anonymity to detail discussions occurring behind closed doors.

Doing so would be similar to how then-candidate Joe Biden revealed Harris as his vice presidential choice during the pandemic-marred presidential race of 2020.

It will mark yet another major milestone in the barely two weeks since the vice president moved to take over the top of the Democratic ticket heading into November’s election. She has been scrambling to build out a campaign since then, and to breathe new life into the Democratic race against Republican Donald Trump.

Harris, second gentleman Doug Emhoff and her No. 2 pick are set to appear together for an evening rally in Philadelphia, recalling a joint 2020 appearance by Biden and Harris in Wilmington, Delaware. Likewise, in 2016, newly selected running mate Sen. Tim Kaine of Virginia appeared with Hillary Clinton in Miami.

After Tuesday’s day trip to Pennsylvania, Harris and her running mate will spend the next five days flying thousands of miles around the country, touring critical battleground states. They’ll visit Eau Claire, Wisconsin, and Detroit on Wednesday. But a planned stop in Savannah, Georgia, was postponed due to Tropical Storm Debby ‘s effects, and rain associated with it could also upend a scheduled stop in Durham, North Carolina.

Later in the week, Harris and her No. 2 will head to Phoenix and Las Vegas.

That the schedule was set before her running mate was identified recalls a cliffhanger-like scenario that Trump created by holding off on making his choice of vice presidential hopeful, Ohio Sen. JD Vance, until last month’s Republican National Convention was under way in Milwaukee.

Vance, meanwhile, is aiming to detract from the debut of Harris’ pick on Tuesday. He planned to arrive in Philadelphia ahead of the Democratic ticket and offer his own speech at midday, as counterprogramming.

The senator then announced he’d shadow Harris and her running mate with his own events in Wisconsin, Michigan and North Carolina. It was unclear how the weather might affect his southern swing.

In announcing Vance’s travels, the Trump campaign laid the blame for a litany of woes on Harris and Democratic policies, saying that “prices are excruciatingly high, cost of living has soared, illegal immigrants are pouring into our country, and crime is running rampant. The stock market is crashing because of weak, failed, and dangerously liberal Kamala Harris’ policies.”

Harris’ campaign, for its part, welcomed the overlapping destinations.

«We appreciate JD Vance providing voters in battleground states exactly the split-screen that defines the choice this November,” said Harris campaign spokesman Charles Lutvak.

The vice president’s campaign says it has invited faith leaders, union members and state and local elected officials to participate in the upcoming events. Harris and her running mate plan to rally in a variety of venues, from large arenas to college campuses. The trip will also allow them to see voters in smaller settings like union halls, family owned restaurants and campaign field offices.

At a fundraiser in Minneapolis on Monday night, Walz said Trump has stolen America’s joy and was limiting freedoms.

“It wasn’t a slur to call these guys weird,” Walz said of the label he has applied to the GOP ticket in recent days. “It was an observation.”

It’s a characterization that has since taken off in Democratic circles.

If Harris opts for Shapiro, who hails from the Philadelphia suburbs, Tuesday’s event with her there would be a homecoming of sorts.

Consideration of Shapiro has drawn criticism from some Arab Americans and activist groups wary of his professed solidarity with Israel in its drive to eliminate Hamas during the war in Gaza. But Shapiro enjoys strong approval ratings in Pennsylvania — one of the Democrats’ crucial “blue wall” states along with Michigan and Wisconsin — that Harris will be looking to cement ahead of November.

On a “Progressives for Harris” organizing call Monday night that organizers said drew tens of thousands of participants, speakers repeatedly derided Israeli Prime Minister Benjamin Netanyahu as an “authoritarian» who was needlessly targeting and killing civilians in Gaza.

Some delegates to the Democratic National Convention who supported “ uncommitted » rather than Biden because of his administration’s backing of Israel, also suggested that they weren’t yet ready to support Harris until they knew more about her policies, including if she’ll work more diligently toward a ceasefire in the Gaza fighting.

But those on the call refrained from criticizing Harris’ potential running mates, instead focusing on Trump.

“Trump and JD Vance are promising more tax cuts for the mega-millionaires and billionaires,” said Massachusetts Sen. Elizabeth Warren. “This election is our chance to tax the rich and make the wealthy pay their fair share.”

As for Kelly, some congressional Democrats have promoted the former astronaut whose state has more than 370 miles (600 kilometers) of border with Mexico. They say his selection could help defuse Trump’s arguments that the Biden-Harris administration’s immigration policies are too relaxed — though some union leaders have suggested the senator isn’t as friendly to organized labor as they’d like.

Help voter turnout by energizing family and friends

A political campaign is much like a long Olympian foot race and, at times, like a relay where you get a boost from someone who can carry you on the last leg of the race into the winner’s circle.

Let me share with you some of my humble ideas and thoughts about the two presidential campaigns.

Going into the Republican National Convention, the Trump campaign was smug and most happy that they had stunted support for Biden. They were celebrating Biden’s poor performance in the debate.

At the convention, Trump should have gotten a good-sized bump with his acceptance speech and the announcement of JD Vance as the Vice-Presidential Candidate. Not only did they not get the bump they wanted, but Vance also came out of the convention with a negative rating. Plus, Trump’s long and rambling speech did not energize the convention as it should have.

And yes, at that time, the Trump campaign, along with some Democrats, was calling for Biden to step aside. The Trump campaign was geared around Biden being the candidate. And as you know, Biden took an amazing historic action and stepped down, recommending his Vice President to be the Presidential Candidate for the Party. It shocked and shook many who did not know what to expect.

Suddenly, it seems that everyone but Trump is endorsing her.

Moreover, she has raised over $100 million in her first week ($310 in July) and has gotten a serious bump on the electoral map, even before naming her vice-presidential running mate. Besides, she still has the Democratic convention in Chicago to present herself to the voters.

Overnight, she gained momentum, taking the baton from Biden and running this last leg of the race. The financial and volunteer enthusiasm for her candidacy has surpassed any expectations.

Then you had the disastrous Black Journalist Convention where Trump stumbled and mumbled his racist attacks against Harris while having to defend JD for comments he had made about single women, cats and their ability to govern.

I have been in those difficult campaign meetings where you have to decide where to spend your money, time and how to adjust your message. Trump, I am sure, is screaming at those in his circle who told him that Vance would help him with key Midwestern states. As of today, it does not seem to have been a wise decision.

As a matter of fact, swing state Republican parties are worried because Trump has hired a consulting firm to turn out the vote instead of working through the state and local parties. This is a huge gamble.

On the other side, the Harris campaign is opening more offices in swing states and recruiting thousands of new volunteers. Across the board, candidates and party officials are excited about this historic race ahead of them.

The fact that the Biden/Harris team was able to do a historic international swap of prisoners, bringing home more Americans from Russia, will be yet another positive highlight. Another feather in the cap for the Harris campaign.

Trump, for his part, in recent posts has returned to his third-grade-level taunts and name-calling of Harris. He does not need to do this since his MAGA crowd is still going to vote for him no matter what.

What should worry the Trump campaign is that down-ballot Republicans will become less MAGA than they were before because they see Trump losing support and the coattails disappearing.

Both campaigns must carefully analyze how they are doing with the many independent voters and specially targeted groups such as women, people of color, young voters, blue-collar workers and others.

There is one group that is still out there to be reached: our family members and friends who are chair- or bedridden and want to be part of this election. Once, when I did a workshop for differently abled individuals, a young man in a wheelchair, through the help of his electronic board and his medical assistant, told me that he and others were waiting to work and could call and use the internet.

By the way, when was the last time you saw these special and good people as part of the stage makeup with candidates?

In a tight campaign, you should not take anything for granted. You need to make sure that people vote early, and that we all work the phones and streets to get a huge turnout for this election.

Remember that the only poll that counts is the number of voters that you can turn out for your candidate.

City completes revaluations of Philadelphia properties, unveils plans to expand tax relief programs

PHILADELPHIA. — The City of Philadelphia’s Office of Property Assessment (OPA) announced today that it has completed a revaluation of all properties in Philadelphia effective for Tax Year 2025. At the same time, Mayor Cherelle L. Parker along with City officials unveiled plans to expand outreach for key tax relief programs to mitigate the impact of revaluations on homeowners.

“The purpose of the revaluations, which are required by state law, is to make sure all properties are valued fairly, equitably and accurately,” said Mayor Cherelle L. Parker. “The Office of Property Assessment has done its job. Now, we are expanding tax relief programs for all Philadelphia homeowners, including for our city’s most vulnerable residents.”

Mayor Parker noted that because Philadelphia City Council and the Mayor’s Office this year increased the percentage of property tax revenues allocated to the School District of Philadelphia by one percent (from 55 percent to 56 percent), the School District will receive approximately $125 million more in revenues for schools over five years. In addition, the impact of the revaluation process will mean an additional $115 million in revenues will go to the School District, so that schools will receive approximately $240 million more over the next five years.

“We did revaluations of properties to make them fair and accurate,” Mayor Parker continued. “But the impact of this process on our schools, coupled with the actions taken by City Council and me this Spring, will unquestionably have a strong, positive impact on our schoolchildren. That matters to me as mayor.”

Key Dates

  • OPA will mail Notices of Valuation beginning Wednesday, August 7, 2024, and updated values for individual properties will appear on property.phila.gov at about the same time.
  • New values take effect on Wednesday, January 1, 2025, and affect tax bills in 2025.
  • Real Estate Tax is due Monday, March 31, 2025.

Internal and external studies demonstrate that the 2025 revaluation improved the equity, uniformity, and accuracy of property valuations citywide. OPA uses a Computer Assisted Mass Appraisal (CAMA) system to review more than 580,000 residential, commercial, industrial, and institutional properties in the city to ensure that assessed values more accurately reflect sales and market forces. This systematic review also reduces inequities among properties, meaning that similar properties have similar assessments.

“The updated assessments reflect our department mission,” said James Aros Jr., Chief Assessment Officer, Office of Property Assessment. “The Office of Property Assessment’s responsibility is to fairly, equitably, and accurately estimate the value of all properties in the city.”

As a result of the citywide revaluation, on average, single-family residential properties will see an increase in their property tax bill of approximately $330 for tax year 2025.

City Expands Protections for Homeowners to Mitigate the Impact of Valuations

Recognizing the impact tax increases can have on homeowners, the City offers a variety of programs that reduce tax bills for owner-occupied homes.

“Every person who owns and lives in their home is eligible for programs that reduces their tax bill and protects their home,” said Kathleen McColgan, Commissioner, Department of Revenue. “Keep in mind, if you are enrolled in a program, you never have to reapply unless your deed changes.” Commissioner McColgan outlined an array of outreach the City is conducting to notify homeowners about the relief programs, including door-to-door outreach, radio and TV ads, advertising on SEPTA buses, and other measures.

In addition to the existing relief programs, the City is launching a Low-Income Tax Freeze. Qualifying homeowners can “freeze” their property tax bills at the amount from the prior year. The Revenue Department is developing applications for this new program and will make them available this fall.

  • Homestead Exemption. All homeowners are eligible for the Homestead Exemption. In 2025, the Homestead Exemption will reduce the assessed value of owner-occupied homes by $100,000 (previously $80,000). The increase was approved by City Council and signed into law by Mayor Parker. Most homeowners save $1,399 on their Real Estate Tax bills. Applications are due December 1, 2024. Learn more about the Homestead Exemption here.
  • Real Estate Tax Installment Plan. All Senior Citizens and income-qualified homeowners may pay current-year property taxes in up to eleven monthly installments through December 15, instead of a lump sum payment on March 31. Applications are due on March 31, 2025. Learn more about the Real Estate Tax Installment Plan here.
  • Senior Citizen Real Estate Tax Freeze. Income-based senior citizen program that “freezes” Real Estate Tax so that they don’t increase in the future, even if the tax rate or assessment increases. Applications are due September 30, 2025. Learn more about Senior Tax Freeze here.
  • Longtime Owner Occupants Program (LOOP). Residents who have owned and lived in their property for at least ten years, experienced property assessment increases of at least 50 percent from one year to another, or at least 75 percent in a five-year period, and meet income requirements could cap their assessment and pay the same bill unless the tax rate changes. Applications are due September 30, 2025. Learn more about LOOP here.
  • Owner-occupied Real Estate Tax payment agreement (OOPA). Provides affordable and manageable monthly payments for homeowners who struggle to pay past-due Real Estate Tax. Some homeowners can qualify for a zero-dollar-a-month payment agreement. Applications are accepted all year. Learn more about OOPA here.

Property Owners Have the Right to Appeal Their Property Assessment

Property owners who believe their valuation is incorrect can request a First Level Review (FLR) with the OPA. An FLR form is included with all mailed Notice of Valuation letters from the OPA. Residents may also file a formal appeal with the Board of Revision of Taxes (BRT). Formal appeals to the BRT and First Level Reviews are due by Monday, October 7, 2024. Details on both appeal options can be found at phila.gov/opa

PHILADELPHIA. – United States Attorney Jacqueline C. Romero announced that Philip Everton McPherson II, 36, of Haddon Township, NJ, was charged by indictment with one count of involuntary manslaughter and 40 counts of serving as an airman without a certificate, in connection with a 2022 plane crash in Lehigh County that killed a student pilot.

According to the indictment, on September 28, 2022, McPherson took off as the pilot-in-command of a Piper-28-140 aircraft from Queen City Airport in Allentown, PA, with student pilot K.K. Shortly after takeoff, McPherson crashed the plane, killing K.K.

The indictment alleges that McPherson acted with gross negligence because he knew that he was not competent to safely fly an aircraft as the pilot-in-command. Specifically, McPherson knew that: (1) he was not competent to safely operate the aircraft because he had two prior accidents and almost a third; (2) he failed his September 29, 2021, reexamination for his pilot’s certificate for a lack of demonstrated competence; (3) he voluntarily surrendered his pilot’s certificate on October 7, 2021, acknowledging his lack of competence; and (4) he allowed his Temporary Airman Certificate to expire on November 8, 2021, thus further acknowledging his inability to demonstrate to the Federal Aviation Administration (“FAA”) his competence to fly safely.

The indictment further charges McPherson with 40 counts of illegally serving as the pilot-in-command of an aircraft with passengers while not possessing an FAA pilot’s certificate permitting him to do so. These flights occurred between October 12, 2021, and September 20, 2022.

If convicted, the defendant faces a maximum possible sentence of 128 years’ imprisonment, three years’ supervised release, a $10.25 million fine, and a $4,100 special assessment.

The case was investigated by the United States Department of Transportation – Office of Inspector General. The case is being prosecuted by Assistant United States Attorney Robert W. Schopf and Special Assistant United States Attorney Marie Miller.
