State Rep. Jose Giral, D-Phila., issued the following statement in response to Gov. Josh Shapiro’s presentation of his 2026-27 budget proposal.
“Governor Shapiro’s proposed investments stand to improve the well-being and success of families in the 180th, and I’m encouraged by his commitment to core issues my community faces daily,” Giral said.
“Many of our residents struggle with low wages and continuously rising costs of living – everything from rent, to food, to utilities and medical care have become much more expensive in the last few years than they ever have before. The governor’s proposal approaches this significant issue twofold: by again calling to raise the state minimum wage, and by lowering costs.
“Research shows that raising the minimum wage to $15 per hour gives the economy an estimated $80 million in increased revenue. And families earning more become less reliant on public assistance programs and spend more at local businesses. It’s a win-win for the state and for our communities.
“I’m also encouraged by his proposals to make life more affordable by addressing rising energy costs, capping energy price spikes and housing application fees, and pushing legislation that protects consumers and tenants. When people can afford stable housing and to keep the lights on, they can better focus on other life necessities.
“This budget also proposes to build on Pennsylvania’s commitment to giving every student access to a great education without overburdening taxpayers to do it. By investing more in basic and special education, school safety, and mental health services, our students can look forward to many years of support designed to help them succeed academically and with resilience.”
